- Focus on investment and maintenance of the BART system while reducing operating and maintenance deficits
- Focus on transit-oriented development around BART Stations
- Including housing, jobs, retail, recreation and entertainment
- Local government can promote incentives to attract manufacturing/tech companies, create job-training with local companies using existing colleges and apprenticeships
